In-Home Supportive Services (IHSS)
In-Home Supportive Services (IHSS) is a Medi-Cal-funded program in California that provides in-home care to eligible aged, blind, or disabled individuals so they can remain safely in their own homes instead of moving to out-of-home care such as nursing homes or assisted living.
IHSS is designed to replace or supplement out-of-home care by paying for personal and domestic assistance, paramedical tasks, and protective supervision. It is administered county by county under the California Department of Social Services, using state and federal Medi-Cal funds.
ELIGIBILITY
To be eligible you must
Be Medi-Cal eligible (or meet financial need for SSI/SSP)
Live in a home or abode of your own choosing (not in a hospital, nursing home, or licensed care facility).
Submit a completed Health Care Certification (SOC 873) form.
PROCESS
Application & Assessment-A County social worker visits your home to assess your functional abilities and needs.
Needs Assessment - Based on your ability to perform certain tasks, the social worker determines the types and number of hours of services you need each month.
Authorization - If approved, you receive a monthly "authorized hours" cap for each service category.
Hiring a Provider - You must hire an individual provider (family member, friend, neighbor, or contracted caregiver) to perform the services. You are considered the provider's employer, so you are responsible for hiring, training, supervising, and firing them.
IHSS can cover
Personal Care Services Bathing, dressing, grooming, feeding, toileting, ambulation, and standby assistance.
Domestic & Related Services: Cleaning, laundry, meal preparation, shopping.
Paramedical Services: Medication assistance, injections, catheter care, range-of-motion exercises.
Protective Supervision: Monitoring to prevent self-harm or injury.
IHSS is a statewide Medi-Cal benefit that helps low-income seniors, blind, and disabled Californians stay at home by funding qualified caregivers to meet their daily care needs.
